RESOLUTION NO. 790

A RESOLUTION CREATING AND ESTABLISHING A TRANSIT ADVISORY COMMITTEE FOR THE PURPOSE OF ADVISING THE CITY, THROUGH ITS TRANSIT DIRECTOR, REGARDING ISSUES OF DEVELOPMENT, IMPLEMENTATION AND ON GOING TRANSIT SERVICES FOR THE CITY OF CANBY.

WHEREAS, the Canby City Council is of the opinion that it is in the public interested to provide the citizens of Canby with its own transit service; and

WHEREAS, the City Administrator has selected and appointed a Transit Director to oversee the development, implementation and ongoing transit service; and

WHEREAS, the City Council believes that an advisory committee made up of local citizens that would provide advice and recommendations to the Transit Director would be of overall benefit to the Director and City council,

NOW THEREFORE, IT IS HEREBY RESOLVED by the City Council or the City of Canby, as follows:

             Section 1.       Transit Advisory Committee. There is hereby created and established a committee to be entitled and designated as the Canby Transit Advisory Committee under authority granted by Oregon law.

             Section 2.        Duties and Responsibilities of the Committee. The committee shall be specifically responsible for, but not limited to the following:

  1. Developing and assessing, on a ongoing basis, the transportation needs of the citizens of Canby.
  2. Acting in an advisory capacity to the Transit Director in the coordination of transit services.
  3. Promoting and educating the public regarding acceptance and usage of the transit system.
  4. Promoting and educating the public regarding special problems associated with the use of the transit system by youth, elderly and disabled citizens.

             Section 3.  

  1. Membership: The committee shall consist of a nine (9) member board with a City Council member to serve as a non-voting liaison. All members must reside within the City of Canby limits or within the City’s Urban Growth Boundary. The members of the committee shall be appointed by the Mayor or a member of the Council and confirmed by the City Council and shall serve at the pleasure of the Council.
  2.  Terms of Office: At their first meeting, the nine (9) members of the committee shall choose their terms of office ;by lot as follows: three(3) members shall initially hold office for one year; three (3) members shall hold office for two years; and three (3) members shall hold office for three (3) years. At the expiration of the term of any member, the Mayor or member of the Council shall appoint a new member or reappoint a current member for a term of three (3) years with the confirmation of the City Council. If a Vacancy occurs during the term of a member, the Mayor or a member of the Council shall appoint a new member to complete the unexpired term, with the confirmation of the City Council. Any member failing to attend three (3) consecutive meeting without approval of the committee chairperson, may be removed by the City Council and a new member appointed to complete the unexpired term.
  3. Officers: At the first meeting of each year, the committee shall select a chairperson, vice-chairperson and a secretary who shall serve for a term of one (1) year. It shall be the duty of the secretary to send all notices for the meetings; keep and preserve minutes, have custody and keep[ all document and papers while with said committee and perform such other duties as may be prescribed by said committee.
  4. Meetings: The committee shall meet at least once per month and shall meet on the call of the Chairperson or on call of the majority of its members. Five members of the Committee shall constitute a quorum. The Committee shall have authority to make and alter rules governing th4 conduct of business, with approval of the City Council

This Resolution shall take effect April 17, 2002 

ADOPTED this 17th day of April, 2002 by the Canby City Council
